Day of the personnel worker
This day in 1918 the solution of the National commissariat of justice accepted «The instruction about the organization of the Soviet Workers' and Peasants' militia» and the first personnel offices of law-enforcement bodies are created. For the first time the tradition to celebrate a professional holiday — Day of the personnel worker — appeared in personnel services of law-enforcement bodies. Gradually it took root at other enterprises together with the staff of personnel services of law-enforcement bodies passing to them. As Day of the personnel officer in Russia isn't approved officially, besides October 12 it has some other dates which are more or less popular in the different cities of Russia.

The CranesAre Flying (Russian: Летят журавли, translit. Letyat zhuravli) is a Soviet film about World War II. It depicts the cruelty of war and the damage suffered to the Soviet psyche as a result of World War II (known in the Soviet Union as the Great Patriotic War). It was directed at Mosfilm by the Georgian-born Soviet director Mikhail Kalatozov in 1957 and stars Aleksey Batalov and Tatiana Samoilova. It won the Palme d'Or at the 1958 Cannes Film Festival, the only Soviet film to win that award.

  1. On October, 12th Russia celebrates Personnel worker’s day. This professional holiday became official and well-known in 1918, when the National commissariat of justice accepted “The instruction about organization of the Soviet Workers' and Peasants' militia” and when the first personnel administrations of law enforcement agencies were created. There has appeared a tradition of “Personnel worker’s day” celebration in these services. Later it has been spread to other enterprises and the celebration has become mass.

    The role of personnel services in development of Russia’s transport-logistical complex is difficult for overestimating. Their work efficiency helps along the decision of such key branch problems, as the retraining programs of employees in case of reduction, personnel deficiency of specialists in transport sphere, talented personnel attraction and withholding.

  2. Some more facts about (The Cranes Are Flying":

    1. With the death of Stalin in 1953, the "cult of personality" that had infused all Soviet cinema during his rule began to relax. During the Stalinist regime, every war film had to celebrate both Lenin and Stalin and how they led the USSR to victory. "The Cranes are Flying" caused quite a stir upon its release as it deviated from that ruling.

    2. Mikhail Kalatozov spent several years in Los Angeles on a diplomatic assignment where he acquired an admiration for the works of Frank Borzage, King Vidor and Vincente Minnelli.

    3. One of the most notable features of the film is cinematographer Sergei Uruseveky's then ground-breaking use of hand-held cameras. He had learnt how to film like this when he was a military cameraman during the war.

    4. This film is a favorite of both Francis Ford Coppola and Martin Scorsese.

    5. When the film was released in the Soviet Union, it caused a sensation amongst audiences weaned on propaganda fare. For the first time, audiences were able to weep at the pain of losing millions of their population in the war. It was also the first time that subjects like draft dodging, war profiteering and the black market had been expressed on film.

    6. The only Russian film to win the Cannes Film Festival's Golden Palm for Best Picure as of March 2010.

  3. Day of the personnel worker (or personnel officer) is not confirmed officially in the Russian Federation. Therefore in different Russian cities this date is celebrated on different days. But the most popular dates of this holiday are March 24 and October 12. Both dates time to events of national scale. The later was described by Darya(so i don't repeat that). But as for March 24, in this day in 1835, an executive order on the relation between owners of factories and working people for hire was created. This document for the first time in Russia regulated the relations of employees and their employer.
