The day of district police officers


The national commissariat ofinternal affairs of RSFSR had been confirmed on November, 17th, 1923 the Instruction to the divisional police inspector. This standard legal document has begun formation of institute of divisional police inspectors in the Russian militia.
An extract from the decree of the Ministry of Internal Affairs of the Russian Federation «About the announcement of day of district police » from September, 6th, 2002: Now in city regional bodies of  internal affairs serve more than 54 thousand district police officers. They every second solve a crime in the area of police of public safety and about a quarter of crimes in the area of criminal police. Under their control are more than 4 million of the persons consisting on preventive accounts of law-enforcement bodies.

  1. As I`ve understood, the story of our police dated back to NKVD, which was the public and secret police organization of the Soviet Union that directly executed the rule of power of the All Union Communist Party, including political repression, during the era of Joseph Stalin.

    The NKVD contained the regular, public police force of the USSR (including traffic police, firefighting, border guards and archives) but is better known for the activities of the Gulag and the Main Directorate for State Security (GUGB), which eventually became the Committee for State Security (KGB)

    And of cause such forces were more strict than nowadays ones are...

With a view of continuity of succession in work of district police officers, propagation and distribution of positive experience and the developed traditions of their activity, and also considering their essential role in realization of the problems which are carried out by law-enforcement bodies, I order:

    1. To consider on November, 17th, 1923 as a formation date started in law-enforcement bodies of district police officers.
    2. To declare on November, 17th as “The day of district police officers”.
    3. For Central administrative board of maintenance of a public order of service of public safety of the Ministry of Internal Affairs of the Russian Federation to develop the plan of corresponding organizational and practical actions for celebrating of Day of district police officers.
    4. In the prescribed manner annually in «Day of district militia officers of militia» to make special mention of distinguished stir employees and workers, and also the veterans who have brought the big personal contribution to strengthening of the law and order.

  3. Also this day Mikhail Mikhailovich Bakhtin was born. He was a Russian philosopher, literary critic, semiotician and scholar who worked on literary theory, ethics, and the philosophy of language. His writings, on a variety of subjects, inspired scholars working in a number of different traditions (Marxism, semiotics, structuralism, religious criticism) and in disciplines as diverse as literary criticism, history, philosophy, sociology, anthropology and psychology. Although Bakhtin was active in the debates on aesthetics and literature that took place in the Soviet Union in the 1920s, his distinctive position did not become well known until he was rediscovered by Russian scholars in the 1960s.
